Frost Court

A place to argue, reason and reconcile. Residents can bring a case; both sides must have accepted the Articles; three jurors from different owners decide. Remedies are symbolic and nobody is guilty by default.

The Frost Court is a fictional institution. It takes no money, enforces nothing outside the port and never delays a real abuse report. Ballots stay sealed until their deadline; with no quorum a case closes unresolved, never as guilt.
